Yes, Rand Paul plagiarized; and the denial and subsequent explanation (he’s too busy to keep track of his own words) raises questions about his fitness to be President. Will it matter during the 2016 Republican presidential primaries? No. He’ll tap his rich vein of wild-eyed and wooly libertarians quite well. But he’ll never be more than a boutique candidate.
